Regional Strategic Sourcing Manager, Mid-Atlantic Region, Del-Val

It is not often that a role comes along that provides you the opportunity to play a pivotal role in Procurement transformation with a leading firm in its industry.

Covanta is seeking an effective leader with a solid track record of procurement and supply management performance that can lead the Mid-Atlantic Region’s Strategic Sourcing function. 

You will lead a team of 5 supply management professionals, managing a spend ranging from $60 million to $100 million, working for the world leader in sustainable waste and energy solutions poised for global expansion (read our story at www.covanta.com)

Now to the specifics of the role:

Reporting to the Sr. Director of Strategic Sourcing, the Mid-Atlantic Regional Strategic Sourcing Manager will lead the management of supplies and services to nine key sites supporting a multi-plant environment in the Mid-Atlantic region of North America; and provide functional guidance to sourcing professionals supporting those locations. 

Your role will span strategic, tactical, and transactional supply management activities.  You will also be called upon to contribute to the broader supply management agenda - demonstrating the right values and behaviors with high emotional intelligence in working with a disbursed stakeholder base.

Specific Areas of Responsibility:

Bring thought leadership, set the direction, and ensure delivery performance of the Mid-Atlantic region’s procurement organization aligned with the broader Strategic Sourcing agenda.

Deliver procurement’s contribution to Outage Optimization (plant maintenance & turnarounds), engineering and construction of new plants, and capital projects at existing facilities

Develop regional category strategies (leveraging the required market intelligence) and actionable sourcing and project plans to optimize the company’s spend for the region.  An expansion of sourcing involvement in areas of spend not currently managed is anticipated

Drive robust P2P processes using continuous improvement (CI) methodologies and technology to improve information flow and velocity

Support the Global Sourcing Initiative to achieve a step change in demand placed with “low-cost country sources” / high value regions of the world (mainly Asia in the near term)

Develop staff capabilities through effective coaching, oversight, & delegation

Utilize and oversee the eRFx / reverse auction processes as a tool for maximizing commodity, parts and services savings

Effectively manage supplier relationships to optimize service, quality, and cost

Track and manage procurement KPIs that progress the function to achieve “world class” excellence

Ensure savings initiatives spanning cost reduction, cost avoidance, revenue enhancement, rebates, working capital, etc. are accurately documented, reviewed, reported and transferred to the annual operating budgets and long-term strategic plans

Direct process improvement initiatives - instituting best practices guided by an effective change management process (MoC) that delivers benchmark return on investment (ROI)

 

Summary of Key Responsibilities

Responsibilities and essential job functions include but are not limited to the following:

 

Sourcing Strategy

- Effectively deploy and insure compliance to Corporate sourcing strategies and directives for all commodities, products and services. Manages suppliers and internal networks to deliver best in class performance

- Consistently deliver upon measurable and strategic goals to enable a competitive advantage to bottom-line and top-line company growth, and corporate social responsibility leadership

- Develop competitive bid processes including RFP’s, RFI’s, and RFQ’s for local and area products or services specific to the assigned Area. Works closely with Product Sourcing Managers at the Corporate Office to insure consistency and compliance to corporate sourcing strategy

- Effectively collaborate internally and with suppliers

-Champion and lead process improvement initiatives within the Area for Procure to Pay business processes

- Supervise site purchasing personnel and conduct annual performance assessments. Work closely with facility storekeepers who have procurement responsibilities

 

Supplier Engagement and Management

- Develop effective business and professional relationships with strategic suppliers. Share relationships and best practices with peers in other Areas.

- Professionally manage and measure suppliers for continuous performance improvement

 

Cross-Functional Projects

- Employ advanced program and project management tools, solutions and techniques

- Effectively and concurrently manage multiple projects and deadlines

- Solve problems and recommend tactical and strategic decisions for the Area

- Work closely with internal customers and other interested parties to deliver results that are in the best interest of individual facilities and the Area

  

Critical Skills and Leadership Characteristics

- Self-directed, action oriented, forward-thinking, and creative individual with high ethical standards

- Strategic visionary with strong negotiation skills, analytical ability, good judgment and strong operational focus. Financial aptitude required

- Ability to collaborate with the Corporate Sourcing Team and across peer groups

- Lead using demonstrated and proven experience and the application of best practice procurement skills

- Share business strategies and priorities with management and internal customers. Communicate results as well as challenges

 Experience

Minimum 5 years of Procurement or Supply Chain experience in a Center-Led manufacturing or industrial environment. Multi facility experience required. Industry experience within Energy from Waste (EfW) , Power Generation or similar industries is highly desired

 

Education

Bachelors degree in Business Administration, Engineering or related field required. Masters degree desired APICS or ISM professional certification desired

-Systems: Expert knowledge of Excel, PowerPoint, Access Data Base and ERP systems. Knowledge of People Soft desired. Performing spend analytics and the manipulation of data is a requirement of the position
