The Dublin Waste to Energy project is a Public Private Partnership (PPP) between Dublin City Council and Covanta, a world leader in sustainable waste management and renewable energy solutions, to build, own and operate a new 600,000 metric tonne per year, 58 net megawatt Energy-from-Waste facility in Dublin. The HR Generalist will provide a full range of HR services in the areas of talent acquisition, employee relations, performance management, training, development, payroll, HRIS and HR administration for this start-up facility.  The HR Generalist may also be asked to assist the Facility Manager and the Accountant with activities of accounting systems, reports, and other types of office functions by performing the following duties personally or through subordinate employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Responsible for all HR administrative matters for local office and facility including, oversee the local payroll processing in partnership with corporate payroll team, staffing activities, employee recordkeeping, administration of local benefits, maintenance of employee manual and other HR related duties as needed.
  • Provide guidance to employees and managers on various employee relations matters per the established policies and procedures; ensure compliance with local employment legislation; escalate issues as needed to corporate HR and senior management.
  • Lead recruitment activities for facility and home office roles in partnership with the Hiring Managers and corporate talent acquisition team; handle all pre and post hiring activity including the posting of job requisitions, job sourcing, candidate screening, preparation of employment letters, coordinate and new hire orientation.
  • Proactively organize and coordinate training to line management on performance management, employee engagement initiatives, leadership development and current laws and regulations governing human resources management.
  • Oversee the local payroll processing, organization and maintenance of employee records, benefits, contributions and other employee relation functions.
  • Assist the Accountant in developing financial plans, monthly forecasts, and consolidations. Collect, analyze and report cost information.
  •  Perform accounting activities, including material and labor cost distribution.

EDUCATION and/or EXPERIENCE:  Member of CIPD with HR related degree coupled with five (5) or more years of cumulative relevant experience in office practices, human resources, and accounting standards.


LANGUAGE SKILLS:  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:  Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, payroll processing, percentages, and general accounting standards.

REASONING ABILITY:  Ability to solve a variety of problems and deal with a variety of concrete variables. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS and ABILITIES:  Ability to motivate employees, maintain high morale and get along with people.  Ability to use office computer system.
